Roman culture does not exist at game start, and can only be acquired with a custom character. If you weren't HoF, you could convert to Christianity, take the decision, and convert back. Therefore your only option is to grant someone else the HoF title then do the above. I don't know if it'll be possible to get the HoF title back afterwards though..
