Hilltop has some guys, or Woodbury (who dooms themselves with loudness). Survivor camps, the (junkyard in Rosewood is one) are hostile. They respawn sometimes when killed, but the non-hostiles will not follow you (I.E. Eugene). There's a lot of hostile survivors.
