I took it to a local Chevy dealer, and they said the area that was leaking is basically filled with fluid to keep the rack lubricated while on the shelf and not installed in a vehicle, and that they sometimes ....

I thought that it would be leaking from the fitting where it meets the rack, but it's actually leaking where the metal hose meets the fitting at the point that allows the fitting to spin and the metal hose to swivel.The rack end seals fail on steering racks, then the fluid eats through boot. Your power steering pump is right above that area that can puke fluid all over the subframe as could one of the hoses. Best approach would be to clean the area, put some fluid in and hsve someone turn the steering wheel while you watch for leaks.

I looked at the hoses and connections and they appear to dry. PS fluid level in the reservoir is now at the low level.
