Right now it's a rifleman perk weapon. I've heard it's a bug as it's supposed to use the commando perk, but i can't confirm since i've only "heard" that. It takes so long finding the flamer mod unless you're blessed with a dropped connection reward. The best way to get one seems to be from doing 'Dropped Connection' and recieving the rifle as a reward.
